When you are banned, does the system keep your i.p addres incase you
get another account and try to blend in?

There are two kinds of bans. There's the banning of your handle, and then there's IP banning. The first of the two is basically just locking the person's account so that they cannot log in. The latter is when the system bans anyone coming from your IP address. Usually with this ban you cannot view anything on the site, and you just get a page that tells you that your IP has been banned.

Heh, because of the way my internet is set up, IP baning me would IP ban... well, every computer in my county. The Phone company uses a single IP for all its users, and causes some problems with online games.

So it's basically like a super-home-network?

Well, I did hear that some ISP's are doing NAT so hundreds of people get the same IP now...

Yah, that's because IPv4 doesn't have enough IPs for everyone to have a unique one. IPv6 on the other hand (the new one, not yet widely implemented) will fix these problems.
