Banning him won't help much unless we do it by IP, and even then it won't matter that much.

How would banning help besides stopping him from posting threats? And warning us when we are being attacked?

He would forget about us more quickly. Anyways, what are you planning to do, sue him? </sarcasm>

He would forget about us faster if I IP banned him.

He could be using a proxy.

1) He's not, I've already confirmed that.
2) IP banning him would only make him angry. They are using a botnet, remember (or so they say).
